2007 Summer Leadership Institute

Twenty-two doctoral students from 13 universities visited Washington DC in July for the sixth annual Holmes Scholars Summer Leadership Institute. The institute was organized by the Holmes Partnership in collaboration with the George Washington University Graduate School of Education and Human Development, the Institute for Educational Leadership, and AACTE.

The summer institute provides an opportunity for the Scholars to visit lead education organizations in Washington, DC, and see an insider’s view of the education policy world. This year’s program allowed the Scholars to meet with the U.S. Departments of Education and Labor as well as organizations such as AACTE, the National Association of State Boards of Education, the Council of Great City Schools, the Council of Chief State School Offi cers, and others. The Scholars also attended the 2007 conference of the National Board for Professional Teaching Standards and visited with their congressional representatives on Capitol Hill. At AACTE, the Scholars were briefed by staff on current teacher preparation policy issues. Invited speaker Steve Robinson from the office of Senator Barack Obama (D-IL) discussed pending legislation in preparation for the Scholars’ congressional visits later that afternoon, which included senators and Representatives from Alabama, California, Florida, Kentucky, Maryland, New Jersey, New York, Oklahoma and Virginia. The Holmes Scholars meet next in January at the 2008 Holmes Partnership conference in Orlando, FL, and will be presenting in several sessions at the 2008 AACTE Annual Meeting.

The Institute, attended by 21 Scholars representing 12 Institutional members of the Holmes Partnership focused on the highly important issue of Minority Student Achievement.  With the support and guidance from GWU faculty, the institute strives to cultivate and inform leadership and research skills in doctoral students from diverse backgrounds by providing a weeklong opportunity to interface with educational leaders and policymakers.

Scholars had the opportunity to meet with staff from the Minority Student Achievement Network, the American Educational Research Association (AERA), the Public Education Network, the National Center for Education Statistics (NCES), the U.S. Department of Education, the Institute for Educational Leadership (IEL), the American Association of Colleges for Teacher Education (AACTE), the Council of Chief State School Officers (CCSSO), and American Institutes for Research (A.I.R.), all discussing the work of their organizations to close the achievement gap.

At AACTE, the scholars were briefed in preparation for their meetings with members of congress on Capitol Hill.  The scholars met with staff from the offices of Senator Mel Martinez, Senator Bill Nelson, Senator Dianne Feinstein, Senator Jim Bunning, Senator Mitch McConnell, Senator Barack Obama, and Representative Allen Boyd, to discuss educational issues, especially pertaining to closing the achievement gap, reauthorizing the Higher Education Act, and the importance of programs like the Holmes Scholars program.  The Scholars efforts on the Hill were well received.

The Summer Leadership Institute is sponsored by the Holmes Partnership, The George Washington University's Graduate School of Education and Human Development, along with AACTE.
